Leading Research Scientist at the Department of Theoretical and Applied Problems of Political Science, Candidate of Political Sciences.
He was born in Kyiv on November 20, 1972 in a family of healthcare professionals.
In 1994, he graduated with honors from the Faculty of History of the Drahomanov Pedagogical University of Kyiv. In 1994-1998 he taught a course on “Political Science” at the Academy of Labor and Social Relations.
In 1995-1998, he studied at the graduate school of Kuras Institute of Political and Ethnic Studies of the National Academy of Sciences of Ukraine. In 1999, he defended his dissertation on “Development of the Electoral System of Ukraine” and received the degree of Candidate of Political Sciences.
In 2005, he completed an internship under the Development of Democracy Program at the Council of Europe and the European Court of Human Rights (Strasbourg).
He combine research work at the Institute with teaching: in 2011, he taught a course at the National University “Kyiv-Mohyla Academy”.
R.V. Balaban regularly participates in the activities of all-Ukrainian and international research and practical conferences. In 2012, he participated in the International Conference “East – East: Partnership without Borders” (Bishkek, Kyrgyzstan; Almaty, Kazakhstan).
He was a member of the editorial board of the New Politics journal issued by the Association of Young Ukrainian Political Scientists and Politicians.
He is the author of more than 50 scientific works, as well as a co-author of two monographs. As a political expert, he participates in numerous socio-political programs at the Ukrainian television.
Scholarly interests: election process, electoral mood; protest democracy, political participation.
